VMEU Rate Schedules as of February 2001

 

RESOLUTION  E-01-01-01

 

RESOLUTION ADOPTING RATE SCHEDULES FOR CUSTOMER SERVICE CLASSIFICATIONS

 

BE IT RESOLVED, by the Vinton Municipal Electric Utility Board of Trustees,

 

SECTION 1.

The following charges be adopted for the consumption and use of electrical energy measured in kilowatt hours and demand for such energy measured in kilowatts by the customers of the Vinton Municipal Electric Utility Distribution System;

 

Price Schedules

 

Rates: Every person, firm, corporation, industry or farm that is furnished electricity by the Vinton Municipal Utilities shall be charged the following price, or rate, for each separate class of service as hereinafter set forth.

 

Purchase Power and Energy Adjustment Factor: Sales under all rate schedules are subject to the Purchase Power and Fuel Adjustment Factor (EAF).  Each month an EAF surcharge will be calculated.  When the EAF is a positive number, and when approved by the Board for application, it will be applied to all metered kWh sales and billed to consumers for that month.  The EAF equals the total purchase power and power production costs for the month divided by the metered kWh sales for the month, less the base power supply cost of $.0258/kWh.

 

Tax Adjustment:  Sales under all rate schedules are subject to a Tax Adjustment Factor (TAF).  Charges for all metered an un-metered services will be adjusted by the amount of applicable sales and local option taxes and any new or increased tax imposed and levied on gross receipts, the production, transmission, distribution or sale of electricity by VMEU.

 

Deposits, Payments and Miscellaneous Administrative and Service Fees:  VMEU’s Service Rules shall establish deposits, payment terms and miscellaneous administrative and service fees.

 

Disconnection and Reconnection:  Accounts remaining delinquent are subject to disconnection and a reconnection charge in accordance with VMEU’s Service Rules.

 

Excess Facilities Charge:  An excess facilities charge of 1.5% per month shall be applicable to the installed cost of excess facilities that have a useful life of ten years or more.  An excess facilities charge of 2.0% per month shall be applicable to the installed cost of special meters and excess facilities that have an expected useful life of five to ten years.   Costs for temporary service lines, excess facilities that have less than five years useful life and all additional operating and third party cost shall be paid in the month costs are incurred by VMEU.  Standard overhead and underground extension charges are in accordance with VMEU’s Service Rules.

 

Residential Service:  Residential rates apply to a single-family residence, or a multiple dwelling unit, for all domestic uses, including water heating and space heating, if not All-Electric.  The City Residential rate shall be applicable within the city limits.  Where a portion of a residential dwelling is used for commercial purposes and is not separately metered, the applicable Residential rate shall apply to all metered usage. Commercial usage shall require a separate meter when the Commercial load exceeds 25 kW.

 

Price Schedules

 

All Electric: Applies to all metered domestic uses during the billing periods of November through April, when all water heating and space heating is done electrically.  A separate meter for water and space heating may be continued, but is not required.

 

Municipal:  City and Interdepartmental usage will be billed under the price schedule for General Service or Large General Service.

 

General Service: Applies to non-residential customers of less than 10 kW for all separately metered general service usage in one establishment through one meter at one point of delivery.  The General Service rate is not available for consumers that use in excess of an aggregate of 50,000 kWh during the months of July and August.

 

Large General Service:  An alternative to General Service rate and applies to non-residential and non-farm customers of greater than or equal to 10 kW for all separately metered general service usage in one establishment through one meter at one point of delivery.  Interval recording meters are required and Customer will reimburse VMEU for its installed cost of metering, plus monthly communication costs. 

 

Billing Demand:  The monthly billing demand for the Large General Service rate is the maximum 15-minute integrated kW demand for the billing month.  However, in the event VMEU determines that a customer has large variations in monthly demands, VMEU may require a billing demand of not less than the greater of 10 kW, or 100% of the highest billing demand during the past 4 summer months of June through September, or 75% of the previous 8 winter months, ending with the current month. 

 

Master Metering:  No master metering, sub-metering, joint use (for other than multiple dwelling units) or resale of electric service is permitted hereunder.

 

Power Factor Penalty: For purposes of billing, the monthly Billing Demand shall be increased by 1% for each 1% Customer’s power factor is measured during any 15-minute interval to be less than 95%.   Customer’s payment of the power factor penalty shall not relieve Customer of the obligation to self-correct the power factor to 95% or greater.  VMEU may install power factor correction capacitors on its primary distribution system to compensate for Customer’s lagging power factor and Customer shall reimburse VMEU for the installed cost thereof, including all necessary labor, materials, mountings, controls and appurtenances.

Standby Electric Service Schedule

 

No customer shall connect, or permit to be connected, generating equipment in parallel with the VMEU electrical system, except as may be permitted by contract.  Customer may contract with VMEU to provide standby electric service from VMEU’s generating plant through a permanent connection in the event of failure of Customer’s normal source of electric supply.  The standby electric service contract term shall be for a minimum of 12 months and may be required to be longer if VMEU must install additional generating capacity.  Customer shall reimburse VMEU for installation of a meter with capabilities of recording 15 minute integrated demands.  If Customer’s installed electric equipment is 250 kVA or greater, then Customer will reimburse VMEU for telemetry sending and receiving equipment and all communications costs.  Prices for standby electric service are set forth below and are subject to change in the event that VMEU must install additional generating capacity to provide standby service.

 

Rate:

One-time Contract Set-up Charge:

                                     $1,000.00

Special Billing and Administrative Charge: $200/month/meter

Demand charge:

$7.14/KW/ month of con?tracted standby capacity

 

 

 

Energy Charge:

VMEU’s incremental cost of fuel per kilowatt-hour of generation times the kilowatt-hours recorded on Customer’s meter during the period of failure of Customer’s normal supply, as adjusted for losses.

 

Excess Take Penalty:

In the event Customer takes standby service in excess of contracted capacity, Customer shall pay a one-time penalty charge that is the greater of either $50.00 per kW of excess or the amount of VMEU’s penalty from its supplier(s), plus ten percent (10%).  Customer’s contracted demand shall also increase for a minimum of 12 months by the amount of excess kW taken.  Excess Take is equal to the maximum 15 minute integrated kilowatt demand taken during the month, plus losses, during periods when Customer’s normal supply fails to be delivered to VMEU for redelivery, less the kW contract capacity for standby service.     

 

Losses:

Between the hours ending at 07:00 and 23:00 during the months of July and August, losses are 10% and losses during other periods are 5%.

 

Metering: 

Customer will reimburse VMEU for its installed cost of interval recording meters and its monthly communication costs.

 

Power Factor Penalty:

For purposes of billing, Billing Demand shall equal Contracted Demand, plus 1% for each 1% Customer’s power factor is measured to be less than 95% during any 15-minute interval.

 

 

SECTION 2.

Effective Date.

This Resolution shall be in effect for energy consumption and demand determined during the month of January 2001, which is recorded by Utility’s meter reader in February 2001 and from that time forward.
